Job Description
Remote is seeking a Business Analyst to join the team in ASD. The Business Analyst will work independently with the opportunity for reasonable autonomy and accountability for the achievement of outcomes of their work. They will exercise both initiative and judgement in the interpretation of policy and in the application of practices and procedures. They will provide detailed ICT business analysis technical, professional and policy advice in relation to complex work and contribute to strategic planning, program and project management and policy development. They will have considerable level of stakeholder engagement and may/will liaise with stakeholders in relation to complex issues. They will be required to identify, anticipate and respond to stakeholders’ needs and expectations to achieve work unit and agency outcomes. (LH-04320)
Role Description
Key duties and responsibilities:
- Lead the business analysis activities in an agile delivery team in discovery, design and delivery
- Analyse stakeholder objectives and the underlying issues arising from investigations into business needs problems and opportunities.
- Understand and document use-cases, requirements documentation and specifications, business process maps and operating models.
- Develop Business Case and Business Analysis Plans
- Design and facilitate workshops and interviews that include stakeholders across all levels
- Build and sustain effective relationships with team members and actively participate in teamwork and group activities.
- Accountable for accurate completion of work within timeframes, share own expertise with others and guide and mentor less experienced staff.
Technical skills:
- Five plus years’ experience as a Business Analyst.
- Experience in planning, running, and documenting user interviews to elicit both high level and detailed business needs.
- Demonstrated ability to translate business and user needs, using various methods and drawing out technical outcomes in line with user outcomes.
- Holds a relevant qualification in business analytics or information technology (desirable).
Essential criteria:
- Deals with problems and issues, managing resolutions, corrective actions, lessons learned, and the collection and dissemination of relevant information. Implements stakeholder engagement/communications plan. Collects and uses feedback from customers and stakeholders to help measure the effectiveness of stakeholder management. Helps develop and enhance customer and stakeholder relationships.
- Manages the execution of business process improvements. Analyses and designs business processes to identify alternative solutions to improve efficiency, effectiveness and exploit new technologies and automation. Develops graphical models of business processes to facilitate understanding and decision-making. Assesses the feasibility of business process changes and recommends alternative approaches. Selects, tailors and implements methods and tools for improving business processes at programme, project or team level. Contributes to the definition of organisational policies, standards, and guidelines for business process improvement.
- Investigates business situations where there is some complexity and ambiguity. Adopts holistic view to identify and analyse problems and opportunities. Contributes to the selection of the approach and techniques to be used for business situation analysis. Conducts root cause analysis and identifies recommendations for improvements. Engages and collaborates with operational stakeholders.
- Defines and manages scoping, requirements definition and prioritisation activities for initiatives of medium size and complexity. Contributes to selecting the requirements approach. Facilitates input from stakeholders, provides constructive challenge and enables effective prioritisation of requirements. Establishes requirements base-lines, obtains formal agreement to requirements, and ensures traceability to source.
- Supports option identification and feasibility assessment. Selects and employs standard techniques to get the information required for feasibility assessment. Supports identification of tangible costs and benefits, and development of business cases.
Desirable criteria:
- Applies standard techniques and tools for developing user stories and eliciting user experience requirements. Organises and structures user experience analysis. Works with stakeholders to prioritise requirements and resolve conflicts.
