Job Description
Remote is seeking Expert Delivery Managers to join the team at ASD. The Expert Delivery Managers will support the efficient delivery of key capabilities by ensuring appropriate systems, procedures and methodologies are in place, and by developing and executing strategies for complex ICT systems.
They will unblock issues, support delivery teams, and monitor and improve team performance. They will apply agile methodologies to support frequent learning and iteration of products, services and processes to meet user needs. Working closely with Product Managers, they will help define product and service roadmaps, remove delivery blockers, and maintain delivery throughput. ( LH-05996)
Role Description
Key duties and responsibilities
- Ensuring that systems, procedures and methodologies are in place to support efficient service delivery of key capabilities.
- Develop and execute strategies for the delivery of complex ICT systems.
- Ensure effective change management and transition to operations, including documentation, training and support readiness.
- Monitor and report on delivery performance, risks and issues.
- Support ASD as required building the team's capabilities through mentoring, training and driving development of subject matter experts.
- Collaborate with internal and external stakeholders to define delivery roadmaps, scope and priorities.

Essential criteria
- Methods and tools: Level 5 (SFIA)
Provides advice, guidance and expertise to promote adoption of methods and tools and adherence to policies and standards. Evaluates and selects appropriate methods and tools in line with agreed policies and standards. Contributes to organisational policies, standards, and guidelines for methods and tools. Implements methods and tools at programme, project and team levels including selection and tailoring in line with agreed standards. Manages reviews of the benefits and value of methods and tools. Identifies and recommends improvements.
- Performance management: Level 6 (SFIA)
Determines and delegates people management and functional management objectives and responsibilities. Creates and sets the direction for multiple workgroups to achieve strategic organisational objectives. Sets strategy for quality and performance measurement in line with organisational goals. Provides a work environment and resources that allow individuals and workgroups to perform their tasks efficiently. Leads the implementation of formal organisational processes such as recruitment, reward, promotion and disciplinary procedures.
- Project management: Level 6 (SFIA)
Takes full responsibility for the definition, documentation and successful completion of complex projects. Adopts and adapts project management methods and tools. Ensures that effective project monitoring and control processes, change control, risk management and quality processes are employed and maintained. Monitors and controls resources, revenue and capital expenditures against the project budget. Manages the expectations of key project stakeholders.
- Resourcing: Level 5 (SFIA)
Plans and manages the acquisition and deployment of resources to meet specific needs and ongoing demand. Defines and manages the implementation of resourcing processes and tools. Advises on available options and customises resourcing approach to meet requirements. Adheres to standards, statutory or external regulations and codes of practice and ensures compliance. Engages with external parties in support of resourcing plans. Measures effectiveness of resourcing processes and implements improvements.
- Stakeholder relationship management: Level 6 (SFIA)
Leads the development of comprehensive stakeholder management strategies and plans. Builds long-term, strategic relationships with senior stakeholders (internal and external). Facilitates the engagement of stakeholders in support of the delivery of services and change projects. Acts as a single point of contact for senior stakeholders, facilitating relationships between them. Negotiates to ensure that stakeholders understand and agree on what will meet their needs, and that appropriate agreements are defined. Oversees monitoring of relationships including lessons learned and appropriate feedback. Leads actions to improve relations and open communications with and between stakeholders.
