Job Description
Remote is seeking a Expert Business Analyst to join the team in the Australian Criminal Intelligence Commission (ACIC) to support large bodies of work such as the Second Pass Business Case (2PBC), and other programs of works, such as National Firearms (NFR) Program, and National Policing Checking Services Program, in addition to other areas that require capability uplift that are part of the agency’s roadmap. The Expert Business Analyst will seek to understand business processes and determine business requirements for capability uplift. The work will support the business areas, to identify solutioning options for their business needs, to provide options to business or capability owners so they can make informed decisions to balance business priorities. Role Description
Key duties and responsibilities
Specified personnel will be responsible for undertaking the following activities including but not limited to:
- Analyse and redesign business processes to improve efficiency, effectiveness and enable technology and automation.
- Elicit, analyse and document business requirements, data flows and system interactions in line with ACIC governance frameworks.
- Develop clear business artefacts including process models, data models, requirements, business cases, capability blueprints and concepts of operations.
- Assess feasibility of process and system changes and recommend fit‑for‑purpose solutions.
- Facilitate stakeholder workshops and support decision‑making on complex business problems.
- Manage and support the delivery of business process improvements in collaboration with project managers, delivery teams and partner agencies.
- Build strong stakeholder relationships and provide high‑quality briefings and documentation for senior internal and external audiences.
- Ensure all documentation complies with ACIC project management quality standards, and contribute to continuous improvement of governance and business analysis practices.
- Representing the work area at relevant meetings and forums.
- Participating in the ACIC Community of Practice.
- Undertaking official travel interstate, if required (rarely).
Essential criteria
- RLMT 6 - Stakeholder relationship management: Level 6 (SFIA) Leads the development of comprehensive stakeholder management strategies and plans. Builds long-term, strategic relationships with senior stakeholders (internal and external). Facilitates the engagement of stakeholders in support of the delivery of services and change projects. Acts as a single point of contact for senior stakeholders, facilitating relationships between them. Negotiates to ensure that stakeholders understand and agree on what will meet their needs, and that appropriate agreements are defined. Oversees monitoring of relationships including lessons learned and appropriate feedback. Leads actions to improve relations and open communications with and between stakeholders.
- BSMO 6 - Business modelling: Level 6 (SFIA) Defines modelling standards and quality targets for an organisation. Has continuing responsibility for the maintenance of models for a designated function. Initiates organisation-wide modelling improvement activities and obtains customer buy-in to general changes. May represent own organisation as a modelling expert in industry initiatives.
- BPRE 6 - Business process improvement: Level 6 (SFIA) Plans and leads strategic, large and complex business process improvement activities aligned with automation, or exploiting existing or new technologies. Develops organisational policies, standards, and guidelines for business process improvement. Leads the introduction of techniques, methodologies and tools to meet business requirements, ensuring consistency across all user groups. Leads the development of organisational capabilities for business process improvement and ensures adoption and adherence to policies and standards.
- BUSA 6 - Business situation analysis: Level 6 (SFIA) Initiates and leads business situation analysis where there is extensive ambiguity, complexity and potentially significant organisational impacts. Establishes and promotes the need for holistic business situation analysis prior to change programme initiation. Engages with stakeholders at executive level and advises on recommended change initiatives. Defines organisational policies, standards and techniques for business situation analysis.
- REQM 6 - Requirement’s definition and management: Level 6 (SFIA) Champions the importance and value of requirements management principles and selecting effective requirements management life cycle models. Develops organisational policies, standards, and guidelines for requirements definition and management. Plans and leads scoping, requirements definition and priority setting for complex, strategic programmes. Drives adoption of, and adherence to, policies and standards. Develops new methods and organisational capabilities for requirements management.

Desirable criteria
- UNAN 5 - User experience analysis: Level 5 (SFIA) Determines the approaches to be used for user experience analysis. Plans and manages user experience and accessibility analysis activities. Provides expert advice and guidance to support the adoption and adaptation of agreed approaches. Develops user experience tools, techniques and standards as part of the organisations’ framework for user-centred design
- Prior experience in an intelligence or law-enforcement agency is valuable but not essential. Please note whether the candidate has prior experience working within the Intelligence community: this could include cross agency stakeholder engagement, including policing and or other government agencies more broadly, e.g. experience in agencies such as Department of Home Affairs, what role did the candidate play, and note the number of years and level of experience.
