Remote has an extensive history of assisting clients in consulting in the area of tender evaluation, whether through conducting the evaluation, or by advising and training a tender evaluation team. Indeed Remote is often involved throughout the procurement phases of a project, providing acquisition management services. Evaluations undertaken have ranged from single person efforts, through to evaluation teams comprising 20 to 30 persons, each working in their area of specialisation and expertise. The various acquisitions have involved support services, large capital procurements, IT&T developments, and classified projects, and have in turn extended up into the $Billion value range. Services provided include: Categories of evaluation might
involve: Investigative evaluations are conducted to establish the availability of suitably qualified suppliers, through relatively open assessment (typically through documents such as Expressions of Interest (EOI), Requests for Information (RFI), and Invitations to Register Interest (ITR)). Proposal evaluations typically are concerned with wide-ranging possibilities, usually as tendered in response to a Request for Proposal (RFP). Tender evaluations will consider tender responses against the more rigorous requirements of a Request for Tender (RFT). For an evaluation to succeed, it is key that the documentation issued to potential tender respondents provides clear instructions and is appropriately constructed. Otherwise the responses drawn may not address evaluation criteria, or might not be in a form that allows meaningful assessment. Risks, issues and areas requiring clarification must be drawn out during the evaluation, with recommendations typically made on value for money grounds, though other factors may instead play a role. |
