Tender Evaluation
The Defence Signals Directorate sought to establish strategic working relationships with a limited number of industry organisations for the provision of systems development services. These organisations will be called upon to assist in the development of required Signals Intelligence (SIGINT) capability over the coming decade. Remote undertook services associated with enabling Defence to meet that need. This involved consultancy services throughout the complete Invitation to Register Interest (ITR) and short-listing process.
Remote provided engineering services in support of delivery of the Armidale Class Patrol Boats. Services delivered included:
Remote developed a Performance Based Service Contract for the Department of Defence to provide the outsourced operation, maintenance and support of two key Defence communications stations, plus a part of Defence for a 25-year period, representing a contract value of approximately $250M. The contract will use a rolling 5-year model for contract operation. This consultancy effort progressed through an Invitation to Register Interest (ITR) phase and subsequently a classified RFT phase. The project culminated with the evaluation of short-listed tender responses, the production of the tender evaluation report and selection of the preferred tenderer.
Department of Defence: Offshore Patrol and Response Force ProjectsRemote played a key role in the procurement of the replacement of the Patrol Boats for the Royal Australian Navy. Remote teamed with Kinhill (now Kellogg, Brown and Root) to win the contract for the provision of Project Management Support Services for five years for the progression of the Offshore Patrol and Response Force Projects. This ultimately became Project SEA 1444, the Patrol Boat Replacement Project. Services delivered included the development of the tendering strategy, including the structure and content of the Request for Tender and the Tender Evaluation Plan, along with the contracting strategy, particularly with relation to the commercial and contracting objectives, Key Performance Indicators, Risk Allocation Matrix, Payment Regime, Integrated Support Concept and Conditions of Contract. Other activities have included tender evaluation planning, integrated project planning and control and project planning. This ultimately extended to a separate contract for system test and evaluation, quality management and other support functions.
Department of Defence: Tendering and Tender Evaluation Process DevelopmentRemote produced the manual Tendering and Tender Evaluation: A Good Practice Guide, for the Capital Equipment Program Division of the Defence Acquisition Organisation (now the DMO). This was followed up with a further contract for the drafting policy documents for Solicitations (Invitations to Respond, Requests for Proposal and Requests for Tender) and Tender Evaluation & Source Selection, and the Procedures for ITRs, RFPs, RFTs, Tender Evaluation & Tender Evaluation Reports and Source Selection.
Department of Defence: Defence Messaging and Directory EnvironmentRemote, trained, supported and advised the DMDE tender evaluation team in the construction of the tender evaluation environment, the usage of evaluation aids, and the decomposition and evaluation methods for the technical evaluation of the DMDE tenders. The DMDE project, through evolution, became known as e-Defence.
Department of Defence: Follow-On Stand-Off Weapons ProjectRemote trained, supported and advised the proposal evaluation team for Project AIR 5418 Follow-On Stand-Off Weapons, providing similar services to those described above for DMDE. This proposal evaluation effort involved approximately 20 persons, located at Russell Offices, Canberra and the Defence Science and Technology Organisation (DSTO), Salisbury. The FOSOW Project will involve the potential purchase of approximately $400M in missile systems.
ANSTO: Replacement Research Reactor ProjectUnder assignment to the Replacement Research Reactor Project for ANSTO, staff assisted the ANSTO RRRP team in the review and scoping of the Request for Tender package, particularly in relation to the technical deliverables proposed by ANSTO. This included development of individual RFT technical deliverables relating to both the tender evaluation and the draft contract elements of the RFT package.
Department of Defence: Australian Defence Satellite Communications StationThe consultancy services provided here were associated with the outsourcing of support services for the Station. Areas addressed in this outsourcing contract involved virtually all services that contribute to the Station infrastructure (Building Operations, Facilities Management, Grounds Maintenance, Stores Services, and other miscellaneous activities). Consultancy services involved development of an Invitation to Register Interest and evaluation of responses followed by a restricted RFT phase and selection of preferred service provider.
Department of Defence: Hardware Integration, Operations and MaintenanceVirtually immediately prior to the consultancy discussed above, staff were involved in a similar consultancy to the Department of Defence in the procurement of hardware integration and ongoing operations, maintenance and specialist support services for the ADSCS and another satellite communications site. This was a major upgrade of a complex system. The work was conducted over a period of almost 12 months.
Department of Defence: Project EchidnaThe staff of Remote provided services to AIR 5416 - Project Echidna Electronic Warfare Self Protection for ADF Aircraft, specifically contributing to the development of the Request for Tender, in particular the Statement of Work, and the Tender Evaluation Plan, along with tender evaluation training, and various preparatory and advisory activities for a large tender evaluation team (approximately 20 people). Two major evaluations took place within the Project.
Department of Defence: FFG Upgrade ProjectRemote personnel, through Compucat Pty Ltd, provided twelve months of consultancy services to the FFG Upgrade Project. The services provided were associated with the tendering and tender evaluation activities for the upgrade of the Navy’s six FFG Class frigates. Activities included the development of Project Management Acquisition Plans (for Business, Contract Management, Financial Management, Australian Industry Involvement Management, Project Administration and Public Relations), development of the Contract Attachments for the draft and negotiated Contracts, development of the Performance Incentive Fee (performance reward) Management Plan and review of the Contract Specifications.
Department of Defence: Hercules C-130H EW UpgradeRemote trained, supported and advised a team of Royal Australian Air Force personnel, under Project AIR 5401 Phase 3A - C-130H Electronic Warfare Self Protection System Upgrade, for a fast-track evaluation of proposals to upgrade and support Hercules C-130H aircraft with an electronic warfare self-protection capability, for potential evacuation of Australians, due to unrest in East Timor. This tender evaluation effort involved approximately 20 persons.
Australian Submarine Corporation: SIMS/SISStaff were involved in ongoing consultancy services to the Australian Submarine Corporation, for the procurement of computer systems to provide a secure national land-based computer network and submarine-borne systems for integrated logistics support of the Collins Class Naval submarine fleet, this system being known as SIMS/SIS. This effort extended on to contract management for SIMS/SIS, through the phases of hardware acquisition, installation and set-to-work, test and acceptance.
Air Services Australia: Fire Vehicle Replacement ProjectThis assignment was associated with the replacement of the fleet of fire vehicles at the major Australian airports. Services provided included the development of a Tender Evaluation Plan, development of a structured approach to ensure all aspects of the Air Services requirement were thoroughly evaluated, and general guidance in the tender evaluation process.
